According to a report by the National Council on Disability and the Social Security Administration (2000), there is an increase of youths with disabilities who are receiving Social Security benefits and not leaving the benefit rolls. Two of the students who were interviewed were receiving financial assistance from the state because they qualified as low income families. Both 52 Chapter 6 graduates who were also mothers were receiving Women Infant and Children services (WIC) for their children. If the student is expected to take an alternative assessment or an alternate route to graduation, then the team must provide the plan for doing so. DIPLOMA OR ALTERNATE CERTIFICATES Some school districts offer something called a certificate of completion rather than a high school diploma. If this is the plan for a student on an IEP, then the future repercussions should be explored. For instance, some vocational training programs and colleges may not accept students who have a certificate of completion rather than the standard high school diploma typically received by most graduates.

The transition plan must include certain requirements as well. There must be postsecondary measurable goals, a course of study, and activities needed for students to reach the goals. It must also contain a statement regarding the clarification of the transfer of rights. For the IEP which includes the transition plan, the student must be invited and his or her participation should be encouraged by the age of 16 and every IEP thereafter.
